Being able to install previously approved programs from a central store is very different from being able to install ANY program without any central store and with decentralized authorities: the PC allows the second option, but the iPhone prefers the first one. Therefore, and in this particular case, depending on what you consider to be paramount to the PC definition, it would allow classifying the iPhone as a converged device.
